In a recent discussion paper, the Infocomm Media Development Authority (IMDA) in collaboration with Aicadium highlighted six critical risks associated with generative artificial intelligence (AI) and announced the launch of a foundation to enhance governance.
Key Risks Identified:
Mistakes and Hallucinations: Generative AI, particularly deep learning models, can produce inaccuracies, leading to misinformation or fictional content. "Hallucinations" refer to instances where AI generates irrelevant or inaccurate outputs disconnected from the input data.
Privacy and Confidentiality: AI models can inadvertently disclose sensitive information, particularly when trained on user-generated content. Robust privacy protection mechanisms are essential to mitigate these risks.
Disinformation, Toxicity, and Cyber-Threats: Generative AI may replicate biases from training data, leading to biased or harmful content. It can also be exploited for disinformation campaigns or generating toxic narratives, posing cyber-threats if used maliciously.
Copyright Challenges: AI may generate content that resembles existing copyrighted material, unintentionally infringing on intellectual property rights. Addressing these copyright issues is crucial.
Embedded Bias: Historical biases in training data can manifest in AI outputs. Continuous efforts are required to minimize bias and promote fairness in AI systems.
Values and Alignment: Aligning AI with ethical standards and societal norms is critical. Policymakers and developers must consider AI’s societal impacts and ensure proper alignment with ethical values.
Future AI Regulation Approach
The IMDA indicated that Singapore currently does not plan to implement broad AI regulation. Instead, the discussion paper demonstrates the proactive steps taken to develop technical tools, standards, and technologies that lay the foundation for future regulation.
IMDA emphasized the need for careful deliberation and a calibrated approach, investing in capability building and the development of standards and tools. They will continue introducing and updating specific regulatory measures to ensure safety in the evolving landscape of digital and AI technologies.
